## Amendment Types

### Clarification
Improves wording without altering structural requirements.

### Normative Expansion
Adds new requirement or invariant.

### Structural Revision
Alters causal model, primitives, or compliance tiers.

## Amendment Requirements

Every amendment must:

- Cite affected requirement IDs
- Identify structural rationale
- Document compatibility impact
- Specify conformance implications

## Release Integration

Approved amendments are incorporated into the next versioned draft.

The changelog must include:

- Summary of change
- Affected sections
- Rationale
- Compatibility notes

---

There are no informal amendments.
